Salumbar block of Udaipur district is 70 kilometers south-east of Udaipur City and consists of primarily tribal households across its 46 panchayats. Low productivity or lack of agriculture land and a reduction in other income options, along with a rise in population, have led people to migrate within and beyond Rajasthan for better livelihood options. While migration in itself has occurred for several decades, migrating for wage labor and unskilled work is a more recent phenomenon; the income strategy for many households in Salumbar is to diversify into multiple means of agriculture, local labour and migration. Popular destinations for male migrants include Ahmedabad, Mumbai and Bangalore, where workers seek employment in a range of construction, manufacturing, scrap and service-related occupations.
Aajeevika Bureau’s field centre in Salumbar was established in early 2008 and inaugurated a sub-centre in Bhabarana in 2011. Over its tenure the centre has built a network across 43 panchayats and has expanded operations across three additional blocks of Sarada, Lasadiya and Dhariyawad. The centre undertakes the full bouquet of Aajeevika’s services, including registration, photo ID, training, placement and counseling of migrant youth. Major achievements include a high number of linkages to social and financial security schemes for migrant workers, as well as a diverse local advisory committee whose members range from PRI representatives to health and education professionals. The Salumbar team also works closely with the Bureau’s Ahmedabad team in promoting worker collectives in Ahmedabad city, and has established an affordable transportation service for migrant workers between source and destination.
Salumbar has developed a specialized model across eight panchayats to provide healthcare services and linkages to the families of migrant workers. The programme targets a myriad of health needs through a cadre of 27 trained village health workers, called svasthya kirans. Svasthya kirans lead women’s solidarity groups, or ujala samoohs, through which they educate families of migrants on safe health practices, distribute vital health products and link women and children to key public healthcare services. Furthermore, the Salumbar team works at the Ahmedabad destination end to sensitize male migrants on health challenges faced by families back home, thus creating a comprehensive source-destination link that helps empower the migrant family as a unit in the realm of high-quality education and health care.
